Since 1994, the Foundation for Rural Service, FRS, has worked to help as many people and communities across the nation as possible. We believe that the future of our rural communities is intrinsically linked to the future of our nation as a whole.

The foundation annually awards scholarships to an exceptional group of rural students for their first year of college or vocational school. All applicants require sponsorship by an NTCA—The Rural Broadband Association member company to be eligible. FRS has awarded over $1 million in scholarships since its inception; empowering rural students throughout the country to advance their communities with invaluable skill sets and experiences.

The value of the scholarships ranges from $500-$7,000, based on a variety of criteria. One application qualifies a student for all available FRS scholarships.


You must have services (phone or cable) through Great Plains Communications to send to Blair office.  Need to get to Great Plains Communication office by February 25, 2022.  If you are Northeast Nebraska Telephone Company or any other NTCA Rural Broadband Association provider, you'll need to send to that office!)

Eligibility:

  • Be a graduating high school senior.
  • Be a United States citizen.
  • Be sponsored by a current NTCA–The Rural Broadband Association member.
  • Be accepted by an accredited two- or four-year college, university or vocational-technical school.
  • Have at least a C grade point average (GPA).
  • Express an interest to return to a rural community following graduation.

Your NTCA member sponsor will be a small local telecommunications company, that likely provides your home with internet services.

Applicant must be:

  • Sponsored by a current NTCA–The Rural Broadband Association member. Click HERE to view the NTCA Membership Map.
  • Be accepted by an accredited two- or four-year college, university or vocational-technical school.
  • Express an interest to return to a rural community following graduation.

Applications are reviewed and scored by an independent group of high school counselors. Recipients will be notified in April/May of 2022.

Terms and Conditions

  •  All applications will be reviewed, and the recipient will be selected by a qualified selection committee.
  • The scholarship will be awarded on a one-time basis and will not be renewable. The scholarship cannot be deferred.
  • The award will be paid upon proof of registration.
  • The scholarship will be awarded without regard to race, ethnicity, national origin, religion, gender or disability.
  • Incomplete applications will not be considered. You will receive notification after your application has been submitted.
  • The awardee will forfeit their scholarship if mandatory paperwork is not received by FRS within 60 days of notification that they have been selected.
  • The award will be paid directly to the educational institution the student will attend.
