September Regular Meeting

September 9, 2026 7:00PM
President Lisa Welding called the Budget Hearing to order at 7:00 p.m. Board members present were Eric Beckman, Ron Bode, Steve Busteed, Todd Heithoff, Luke Hinkle and Lisa Welding. Also present was Superintendent Mike Brockhaus and Principal Greg Wemhoff.
President Welding went over Policy #204.03 Public Hearing Comments.
Supt. Brockhaus presented the Board with the 2026-2027 Budget. The general Fund Request is $3,719,216.00 with a levy of 0.343863 and the Special Building Fund Request is $202,020.00 with a levy of 0.018678 which is a total tax asking of $3,921,236.00 with a total levy of 0.362541. President Welding encouraged questions or comments from the board members. Welding closed the hearing at 7:09 p.m.
President Welding opened the 2026-2027 Special Hearing to Set the Final Tax Request at 7:09 p.m. The General Fund Levy Request is 0.343863 and the Special Building Request is 0.018678 for a total Levy Request of 0.362541. Welding encouraged comments and questions from board members. The hearing closed at 7:12 p.m.
President Lisa Welding called the Regular September meeting to order on Wednesday, September 9, 2026 to order at 7:12 p.m.
Board members present were Eric Beckman, Ron Bode, Steve Busteed, Todd Heithoff, Luke Hinkle and Lisa Welding. Also present was Superintendent Mike Brockhaus and Principal Greg Wemhoff.
President Welding led the “Pledge of Allegiance.” Welding reminded everyone that a copy of the Nebraska Open Meetings Law was posted in the meeting room.
School board meeting notice complied with Meeting Notice Policy #204.07. Posting was done on the High School building window and post office bulletin board.
President Welding went over Policy #204.03 Public Hearing Comments
Ron Bode motioned, and Eric Beckman second to approve the Consent Agenda: #5- Minutes of Previous Meeting, #6- Adopt the Agenda, #7- Financial Report, #8- Board Bills. Vote 6-0, motion carried.
President Welding recognized visitors.
In standing committee reports, Wolfpack committee discussed fundraising ideas, uniform rotation, and facility rotations. The Finance committee reported on the discussion of the budget and tax asking.
In the Principal’s report, Mr. Wemhoff provided information regarding the beginning of the academic year and the start of fall activities.
In the Superintendent's report, Mr. Brockhaus gave an update on building projects, the bus barn is finished. Also discussed upcoming projects for the upcoming school year. Mr. Brockhaus informed the board that the auditor will be here on September 23rd.
In action items, Todd Heithoff motioned, Ron Bode seconded to approve 2026-2027 Budget as presented. Steve Busteed motioned, Luke Hinkle seconded to approve 2026-2027 Tax Resolution as presented. The General Fund Levy Request is 0.343863 and the Special Building Request is 0.018678 for a total Levy Request of 0.362541. Vote 6-0, motion carried.
Motion to approve the bid from Protex Central for $7,167.57 to purchase and the installation of a new fire panel in the gym building was made by Eric Beckman, seconded by Steve Busteed. Vote 6-0, motion carried.
Todd Heithoff made a motion to approve the bid from Protex Central for $88,798.36 for the purchase and installation of a new fire alarm system in the gym building. Ron Bode seconded the motion. Vote 6-0, motion carried.
Steve Busteed motioned, Luke Hinkle seconded to approve the purchase of white rock for the parking lots from Jason Hoefer for $6,565.96. Vote 6-0, motion carried.
Action was taken to approve the Elgin Education Association as the exclusive bargaining unit for the 2028-2029 contract year. Eric Beckman motioned, Todd Heithoff seconded. Vote 6-0, motion carried.
In Discussion items, discussion was held on watering the practice field and what options are available. The water reel is breaking so need to upgrade, discussion was held on putting in underground sprinkler system.
Ron Bode motioned to adjourn the meeting, Steve Busteed second. Vote 6-0, motion carried. Meeting adjourned at 7:55 p.m.
The next regular meeting will be October 14, 2026, at 7:00 p.m. in the Board Room at Elgin Public School.
