President Heithoff called the regularly scheduled August 2008 Elgin Public School Board Meeting to order at 7:30 PM. Board members present were Steve Heithoff, Stan Heithoff, Laurie Waterbury, Mary Bauer, Bruce Anderson, and Scott Beckman. Also present were Interim Superintendent Lee Hall, Principal Fisher, and Dennis Morgan of the Elgin Review. Dr. Fredrickson was absent due to illness.
President Heithoff reminded everyone that a copy of the Nebraska open meeting law was posted in the meeting room.
School board meeting notice complied with Meeting Notice Policy # 204.07.
Bauer moved, Anderson seconded, to approve consent agenda items #4- approve the minutes from the July Regular School Board Meeting, item# 5-adopt the agenda, item #6- accept the July 2008 financial report, and item # 7- pay the board bills. Motion passed on a 6 to 0-yes vote.
Principals Report- Mr. Fisher reported on Administrator Days and some of the topics including school van driver training. Student registration was nearly complete, and Mr. Fisher informed the board of the first week schedule at school and of the distance learning classes originating from Elgin. New TV screens and equipment have been installed in the distance learning room. The upgrade was possible through a grant from NVC and the Rusk Fund. Fall sports practice was underway, and the fall NVC coaches and administration meeting will be August 26th. The 2008 Homecoming schedule and varsity sports schedules were also presented.
Mr. Hall reported that the staff picnic will be next Monday evening. Title 1 and Title V program contracts had been reviewed, as well as staff contract language pertaining to probationary teachers. Mr. Hall has started to review the District Policy Manual and had attended sessions at Administrator Days in Kearney.
The Board recognized Tad Henkenius for setting a new school bench press record.
Waterbury moved to approve the custodian/elementary aid contract for Angie Miller for the 2008/2009 school year. Stan Heithoff second. Motion passed on a 6 to 0 yes vote.
Bauer moved to declare TVs from the distance learning room as surplus. Beckman second. Motion passed on a 6 to 0 yes vote.
August 28th, 2008, 7:30 PM, distance learning room, Elgin Public School, was set as date and location of the 2008/2009 budget workshop.
Stan Heithoff moved to approve an option enrollment request. Waterbury second. Motion passed on a 6 to 0 yes vote.
The summer repair and improvement projects were reviewed and discussed.
Mr. Fisher and Mr. Hall reviewed the opening day schedule for staff members.
Principal Fisher reported that the fall bus routes were being planned and that until all requests for bus service have been received it was difficult to finalize any route. Mr. Fisher had been in contact with Principal Betty Getzfred to discuss possible bus stops that would maximize bus service.
Mr. Hall discussed the preliminary 2008/2009 budget with the Board and gave a staff cost overview.
Waterbury moved to enter closed session to discuss teacher negotiations to protect the public interest and prevent the needless injury to the reputation of an individual, and that no individual has requested a public meeting. Anderson second. Motion passed on a 6 to 0 yes vote.

The board entered closed session at 8:31 PM to discuss personnel and teacher negotiations.
The board returned to open session at 8:44 PM.
The annual budget hearing for the 2008/2009 Budget will be held September 8, 2008 PM, 7:20 PM, distance learning room, Elgin Public High School.
Hearing to set the 2008/2009 levy will be held September 8, 2008, 7:25 PM, distance learning room, Elgin Public High School.
The next regularly scheduled Elgin Public School Board meeting will be Monday, September 8, 2008 at 7:30 PM, in the distance learning room, Elgin Public High School.
Beckman moved to adjourn at 9:12 PM. Anderson second. Motion passed with a 6 to 0 yes vote.
