Special August Meeting and Budget Workshop

President Steve Heithoff called the Special August 26th, 2010 Meeting and Budget Workshop to order at 7:30 PM. Board members present were Ryan Reestman, Steve Heithoff, Kim Wells, Laurie Waterbury, Stan Heithoff and Mary Bauer. Also present were Superintendent Steve Dennis, Principal Jimmy Feeney, and Dennis Morgan from the Elgin Review.
President Heithoff led the “Pledge of Allegiance.” Heithoff reminded everyone that a copy of the Nebraska Open Meetings Law was posted in the meeting room.
School board meeting notice complied with Meeting Notice Policy #204.07.
Waterbury motioned and Wells second to approve the Consent Agenda #5- Minutes of Previous Meeting,#6- Adopt the Agenda, #7- Financial Report, #8- Board Bills. Motion carried, vote 6-0.
There were no visitor comments and no principal’s report.
Reestman moved and Bauer second to approve late August Expenditures, not exceeding the 2009-2010 budget. Motion carried, vote 6-0.
Stan Heithoff motioned and Reestman second to approve transfer of $170,000 from the general fund to the depreciation fund (Technology- $70,000, Supplies and Equipment- $40,000 and Transportation- $60,000). Motion carried, vote 6-0.
Wells motioned and Waterbury second to approve transfer of $15,000 from the general fund to the lunch fund. Motion carried, vote 6-0.
Bauer motioned and Reestman second to approve prepayment of utility bills for the upcoming year for a total of $53,000 (Electric- $20,000, Gas - $30,000, Verizon Wireless-$1,500 and Verizon Business- $1,500). Motion carried, vote 6-0.
Approval of Certificated Staff Negotiated Agreement was tabled.
The Board discussed repairing and replacing gutters and replacement of the roof on the gym building. Superintendent Dennis will research this item more for a future meeting. No action was taken.
Mr. Dennis shared the NeSa results for Reading to the Board. Scores were reviewed for grades 3 through 8 and 11th grade.
Mr. Dennis presented the tentative 2010-2011 Budget to the Board. Discussion was held and the tentative numbers for the General Fund show a tax asking of $2,270,537.35 with a levy of 0.727145. The Special Building Fund shows a tax asking of $121,212.12 with a levy of 0.038818. Total tax asking is $2,391,749.47 with a total levy of 0.765963 for the 2010-2011 school year, compared to .818686 for the 2009-2010 school year.
Reestman motioned and Waterbury second to go into closed session for staff negotiations, to protect the public interest. President Heithoff restated the motion. Motion carried, vote 6-0. The Board went into closed session at 8:36 pm.
The Board returned to open session at 9:36 pm.
Stan Heithoff moved and Reestman second to adjourn the meeting. Motion carried, vote 6-0. Meeting adjourned at 9:37 pm.
The Budget Hearing will be held at 7:10 pm, with the Levy Hearing at 7:20 pm and the regular September meeting at 7:30 pm on Wednesday, September 8th, 2010 in the Distance Learning Room at Elgin Public School
